  translating from a programing high-level languarge programing cush as; C， C#, or  basic, visual basic... to a low-level languarge such as;  Assembly,object code, machine code...

while, the dictionarly that coputer using, is ASCII, it through English-keybord based hex mod <-> binary code.

Therefore, if no complier completed, there will be no computer.
