相对较好 means we only compare China with himself. Today's China is the best in his histroy. 相对不较好 means if you compare China with developed countries in the world. We have to admit China is largely lag-behind since western's industrial revolution. Every country needs to devalope even the developed country. Actually, every country might lag behind if it stay still.
