apply for health care assistance for permanent resident (<65yr)

Does anyone know how to apply for health care assistance for permanent resident under age of 65 or where to find a broker? My parents (under age 65) got their greencard. I am thinking of applying for some health care assistance for them, to cover needed medical treatment when they are in the States. Thank you.
