Don't know CA tax law. But you just wait the decision letter and pay it if you don't want to appeal. You should appeal if they ask you for 罚金.
you don't need to report to IRS. This is a silly question. Your son is a full-time student. Your federal tax is right.
You don't need CPA. They charge you 150/hour
