between you have no REGISTERATION CARD vs. you did not carry the REGISTERATION CARD. The penalty for not carrying the REGISTERATION CARD is lower. That said, the prosecutor is likely to offer you a deal: (1) plea guilty for running the red light and (2) he/she will let you off the hook for the REGISTERATION CARD and not pulling over.
