If it is not zoned as commercial zone, it will be pretty hard to re-zone. Check with city hall.

In order to re-zone, you need to convince city, and your neighbor. Represent what are the benefits for the city and your neighbors, any impact on traffic, culture, safety..., and how to solve them. Then city will hold hearing and your neighbor will vote, then city vote, at your cost, of course.
