How can I deliever Summons?

I filed a claim through small claim court. But the defendent try to avoid the summons:
1) Delievery from my friend: the guy says that he is not the person.
2) sheriff delievery: not sucessed. they guy still can claim he is not the person
3) certified letter: the guy do not claim the letter from post office.

What can I do?
