tax fraud

If someone receives and saves salary from China company but work and live in US, he is supposed to pay income tax for IRS, right? He didn't pay his tax at all since his company didnt have W-2, what IRS can do if he is reported by someone?

Will IRS try to get him and what proof can IRS use to charge his tax fraud?
