question about filing dispute. Thanks in advance!

我用信用卡买了一个汽车的延期修理保险（extended warranty). 结果朋友建议不要买，我赶紧电话给甲方（卖我保险的公司），对方没有及时回电话， 我很着急，打电话给信用公司，让他们停止付钱，Discovercard . 他们说不可以，要我等十五天，要求争论。 我打电话给甲方很多次，终于被告如何退款，我按照他们说的寄信过去，不过不是有记录的那种（一个大错误，朋友们，千万不能懒惰，跑趟邮局就hao). 结果discover card solve the case in favor of me first, then after another 15 days, discovercard 又说甲方没有收到我的取消订单的信，所以又要我付2000+。 可是已经过了甲方的30天退款的期限。 请问，我可以告Discover card 吗，因为我当时还把信件复印件给discovercard and ask them if I need to follow up with the merchant, I was told that I don't need to do , because I filed Dispute, discover card will contact merchant.
