the landlord should bear the burden of keeping the receipts. landlord normally maintains all the tenant info in a file, and they should keep a copy of the receipt in that file because it is easy for them to do.

it may be unreasonable to require tenants to keep receipts unless they give prior notice/warning to tenants.
