Has anyone applied Canada visa in NYC?

My parents visit me in U.S. from China. We plan to take a trip to Canada.
If they go to Canada consulate in NYC to apply in person, will they get the visa same day? It doest not say on their website and they don't take the call. Please share your experience. Thanks a lot!
