child support

Please help. My friend had her son eight year ago in New York State. After a few month, she took the baby back to China and they live in China since then. The baby's father lives in US. The baby and his father are US citizen and she is Chinese citizens. She is thinking about to ask child support. How should she start? How much does she expect to pay if she needs hiring attoney in US? Thanks for any advise.
