i see what you mean, but

she actually signed an authorization (on line) to allow them to charge for the second ticket, but I dont think it is stated anywhere that the first ticket is non-refundable.

it is actually an oral agreement that the first ticket can be refunded so i do not know if there is anything we can do here.
