neighbor's car is gone

My neighbor's car is gone this early morning. Both of us thought the car was stolen by somebody. But later afternoon, he told me that the car was taken by rental company without noticing him. He did not explain clearly, he may have not paid the bill as appointment for a while.
He is a new neighbor, a black single father with three kids, and the kids make too much noise everyday. My old neighbor was a professor, who was very elegant and polite, so I felt more and more uncomfortable and unsafe with my new neighbor, should I have this feeling?
I am moving out of here in six months, but I am wondering if I should move out earlier?
