Canada visa question.

My parents just got B2 US visa in Shanghai. We plan to visit Canada during their visit. Where should they apply for Canadian visa? In Shanghai or when they arrive in US? What documents they need? We do not have any relatives or friends in Canada can issure letter of invitation. Thanks a lot!
