No. A LPR child under 18 automatic becomes a US citizen when one of the parents is naturalized and can apply for a US passport. But it is advisable for the child to apply for a certificate of citizenship (Form N-600) once the parent becomes a USC.
If the child reaches 18 and the parent has not been naturalized, he.she must apply a separate N-400 application for natz.
