information on NY small claim court

I am wondering if any expert here familiar with NY state law could help me prepare to defend myself:

1). In NY state law, can small claim court be used by an in-state plaintiff against an out-of-state defendent ?

2). If this is possible, then by what means, its court notice is valid in the legal sense as a defendent ?
