this is how you suppose to work with HOA,

1. Violation letter.
2. Respond to violation letter.
3. Violation letter with penalty.
4. Respond to the letter and penalty. Request a hearing during a HOA meeting.
5. Go to the meeting and explain your side story to the board members. Board members are the residents in the community not the management company.
6. Board members made final decision.
7. If you dont like it, then bring legal action.
