Actually, I think there is no "美国法律明确规定" on how old

you can leave a child home alone or on the street; at least, not in my state. I think it is more a common sense thing, e.g., leaving a 6yr old home or outside alone is considering dangerous here in US by most people. (A child cannot babysit until s/he is 12 or something like that.)
