I believe the apt should temporarily relocate you to another apartment during the construction. As it is in-habitable when the bedroom wall is torn open, especially with 2 kids.

If you work for a big company, there will be free legal service (up to 30min) available, ask the lawyer. You can also ask your co-workers; or city hall people for relevant regulations.
