Thank you for your answer. I did check the school regulations--called them yesterday. The school personnel said that we don't have any school regulations about the grading scale, while the department can set up guidelines. I talked with several senior faculty in my department and was told that our department don't have any guideline either--each individual faculty can decide ourselves. I did email my department heads and haven't received any feedback yet.
