It is an offence to charge or attempt to charge a tenant, sub-tenant or prospective tenant any type of fee on top of the rent, such as a damage deposit.


这句法律条文是什么意思呢? 是说房东不能收取房客除了房租外的其他任何费用, 不然就是犯罪?
