Ask: who can receive Tax Credit?

Who can receive the Tax Credit ($600 or $1200) check created by the latest Bush's economic stimulas plan? Only US citizens and Lawful permanent residents with green card? Or the people stay in US for more than 5 years (the so called resident for tax purpose) also qualify?
