领养的问题

Sorry I can not type in Chinese.
Is is possible for a person (US citizen) to adopt his sister's 16-year old son (who is in China) ? What kind of procedure is needed? How long does it take? (The sister wants her son to go to college in the US, but it is unlikely for the kid to get scholarship from US colleges)
