Sue the state goverment?

The new driver’s license law: As of Oct. 1, 2007, Tennessee residents in the United States on a legal, temporary basis can apply for a temporary driver's license or temporary identification license. All documents presented as proof of temporary legal presence must show a minimum of ONE YEAR of authorized stay remaining from the date of application. Here is my case: I am working on H-1B, it will expire June 2008; my green card application is pending; my driver license expired recently but I cannot renew it because of the less than one year limit. Can I file a lawsuit to sue the state government? What do I expect to get from the lawsuit? Thanks!
