Rest assured and don't worry, because "fishing over the daily limit" in any jurisdiction, state or federal, is NOT even close to the definitions of a CIMT. You are fine and simply pay the fine if you don't want fight the case. It will not affect your immigration status. Good luck in your future fishing career!
