We have similar thing happened to one of our's credit card. They sent the bill (not a lot $) to the wrong address (we moved and we thought we changed address and did get some ads, even checks from them as correct address) and many months later, the debt company call us then we know we still have something need to pay. The bad thing about this is not late fee (that just no more than hundred $) but that 'It will reduce you credit score by a lot (in our case, the Fico score have reduce almost 200 and we can't qualify for a better rate for a house refinance'), you can't get the best rate when you want have a mortgage loan next time, that will cost more than thousands of $. We really learn a lesson from it. They have the same argument as your “Citi Credit Card” said. I don't know if you can won if you sue but we just give up as we don't want spend time on it while the winning chance is not that high and we don't need a mortgage loan in near feature.
