Green card holder apply for Taiwan visa. How? Thank You So much

My hu*****and needs to go to Taiwan for business. He is China citizen with US green card. We live in U.S now. Does anyone know how he can get Taiwan visa? We ask a few agents and they said no.Thank you so much!
