Yes, you can but the waiting period is very long

and during the period, your parents cannot apply for non-immigrant visas to come over. You should just wait until you are a citizen then apply for green cards for your parents as it generally takes less than one year for the whole process (when you parents are in China). You can even apply for green cards for them (after you become a citizen) while they are here on non-immigrant visas (and they won't need to go back to China).
