H-1B visa holder has immigration

intention. (That is, visa officer can not reject H-1B visa application based on immigration intention.) So, it is not that unreasonable to pay SS and medicare tax. (I do know people on H-1b do not pay those tax; as their company does not pay those tax for them either.)
