J1 waive and No Objection Letter

dear friends,
i am applying J1 waive, for some unknown reasons, the chinese embassy refused to handle No objection letter for me. It is said that i can handle J1 waive by the help of lawer, is it true? any good recommendation for this kind of lawer?
