a) If it is about 401K, yes; but you need to pay penalty; if it is about company pension, your HR will tell you what you can do; if it is about SSN tax, no.

b) Try to find somebody to sublease. Talk to apartment management. There are lots of good people who will be sympathetic to your situation. At least, they can help to sublease your apartment out.
