can we file jointly with 1040?

This is my forth year in US. F1 visa
So, I can use 1040 Form

But, this is my Wife's second year in US. F1 visa
Can we report tax jointly with 1040 Form?

If not, how can I deduct tuition fee since the 1040 form said I can not deduct my tuition for tax purpose if I am married but report separately?
