I came usa on Apr.1999 by F-2. ANd on June 2000 change from F-2 to F-1. I know I am not qulify to claim the treaty exemption between China and USA( $5,000). But according to "substantial Presence test", can I use RA form (1040A) for 2003 tax return? How about 2002? Thank your for the help!
