student loan

One of my friends borrowed a student loan from goverment and cannot pay back. The collecting agent wants to settle the case with 90% payback only or go to court with the possibility of $3500 court fee plus the full loan. What will be the possible results if go to the court? any suggestions? Thank you ver much.
