I had a friend who also got PhD in Germany, but came here with H1 visa. The university gave him three years China-USA treaty benefits but gave me just two years Germany-USA treaty benefits. So, in this case I am asking whether I should claim the China-USA traety. What could be the results if they refund me but later say I am wrong?
