他告诉我他有liscense and insurance （我有证人），并且他的名片上也说他有liscence and insurance 的。其实还有另一个老印，他的报价还低，我想还是给那个中国人吧。

没有他的地址我如何file complaint 呢？请experience 和老猫再赐教。
