Is it a "(pre)school" or a "daycare"? If it is a (pre)school, it goes with public school schedule. Tuition is "annual" tuition paid month-by-month. Common practise for private (pre)school, probably legal if everybody is doing it. If it is a daycare, I am not sure. But be sure to find another good daycare for your kids before you ask for your money back.
