please hel for a car accident

My car was hit my a guy who rode a motorcycle on freeway. He doesn't have insurance for his motorcycle. I called 911 and high way patrol police gave us the report about the accident. I wonder if there is any way which can guarantee I will get money from him to fix my car. Cause even if I have the police report and his driver lience information, he can still refuse to reply my call, and even change his phone number as well as physical address, We don't live in the same city either. Any help will be appreciated. Thanks!
