可以避免加州的S corporation的annual tax吗？

朋友２００４年在加州开了S corporation做生意，但是没做起来，今年就申请close the business. 现在收到notice要他补交2004和２００５年$800/yr的tax. 因为实在没有赚到钱，想问问有什么办法可以不用交这笔钱。 如果ignore the notice, 会不会有什么不好的影响，朋友已经是绿卡。
