Do I still have OPT? thanks

I applied for five months OPT before I study for my second master one year ago. Someone said I do not have OPT anymore even I only used five months because I am studying in the same level program ( master program). Is that real? Can I apply for seven months OPT after I graduate from the current master program? Thanks
