Before you do that, two things you can do first.

Call your insurance co. and ask them what is their requirement for the fence. They will give you some good ideas.

Second, buy an umbrella insurance which only $200 - 300/per year for 3M.

Last, if not required by insurance, you have the reason to ask the tenant pay all or half of the cost.
