questions about efiling &other

stp or other experts for tax issues: please take a few minutes to look at my questions and sincerely thank you for your answers to them -

My hu*****and and I are all H1-Bs in 2003.
1. If we take advantage of e-file service, how can we testify these documents such as Form8863, Form1099-INT, etc? (Sorry, I know the question might be silly, but this has been a question for me for a long time...)
Do I also have to send out paper-based forms to IRS? (some resources say if you choose e-signature, not necessary..--so confusing...)

2. My hu*****and paid part-time student tuitions to an eligible education instituion in 2003. But the money is for learning in the Spring semester of 2004. Should I claim the education credit in tax year 2003 or 2004? A bit confusing too.
