stp parents tax return

Hi, I heard only US, Canada, and Mexico citizens
can apply for 税号! This can be confirmed on the INS
web.

So if parents are not US, or Canada, or Mexico citizens,
they can not obtain 税号, no matter they stayed more
than 183 days in USA.
