HELP: B2 visa denied because of longer stay last time -- what to

My mom went to ShangHai and applied B2 Visa, but was turned down because she stayed longer (8 month) 2 years ago. She applied for extension, and as soon as she got the denial of extension, she went back to China.

Will reapply work? Will this matter if I apply for her immigrant visa? ( I will be citizen next year).
