You need to prepare and pass this course. Most likely there will be a judge give your case a hearing. Gov. may or may not present personally. You have to present your reasons why you are not at fault. Make an event list and you have good chance to convince the judge that it wasn't your fault the contest lost in process. Don't mention 民主 or 公平. They are not related to your case. Do it the natives people's way.
