my visa problem

I work in my OPT which is from 02/15/2006-02/14/2006. But I was laid off in 01/31/2006. My H1 effective date is 02/15/2006. I have my last salary stub with the date of 02/15/2006. Then I changed my visa to F2. If I applied for a new job, should I use the new cap or I can transfer the H1? different lawyers hold different opinion. I am very confused. Could you guys tell me how to handle this?
