STP: question on your comment

Hi, STP

I read one of your comments on F1 who files 1040 can't claim standard deduction and tax treaty excemption($5000.00) together. Can you tell me the documents about this issue? My school payroll agent told me that I can do both. I am not sure who is right, your comments is highly appreciated.
