單身老貓 & 高手:please help

一张traffic ticket,今天上庭输了，我打算appeal to the county court,但是法官说county court不可我represent myself,并说attorney starts from $350 per hour. 我十分怀疑他的说法，我可以represent myself吗？上哪去找根据？多谢！
