Got the ticket for 'stop requirement' voilation.

The police said I 'need to do a little bit better'when he handed me the ticket. I was driving from downhill when I hit the stop sign. I want to go to the court to ask the reduction of the point.

The question is: Does the police have some kind of device which can test my speed when I stop? Can he test my speed was 0 or not when I stop?

I stopped very fast since it was downhill.
